agree. We come across person who goes all the way to
provoke others and when others retaliate, the person complains she
is attacked and starts her attack again.
With such people around, don't expect a gracious society.

Observe the result of this publicly stated goal of being a
'gracious society': When faced with the question being 'are we
gracious?' thousands of people in the spirit of this goal will
point out thousands of 'ungracious' behaviour which is just as
common in other societies and soon we'll have the reputation among
ourselves of being ungracious
