Double yellow lines = no parking, no waiting, you may alight or
pick up passengers, and go off. Fine=S$70, no demerit points.
Double zig-zag yellow lines = no stopping, no parking, no waiting,
no alighting or picking up, in short no stopping is allowed.
Fine=S$120 + 3 demerit points.
Example, if you just stop at double zig zag yellow lines just few
seconds, alight or pick up friends...etc, if spotted by TP, they
might record your vehicle no, and send a notice of parking offence
to register owner of the vehicle.
Anyway, in HK or some other countries, if vehicles are stopped at
even double yellow lines, for picking up or alighting, it is an
offence. I experienced once in HK, Taxi stop and pick me up (less
than 5 secs), police man was waiting in front, driver was booked.
Actually double yellow lines means 24 hours no stopping, parking or
waiting. But Singapore, since most of drivers ignore this, LTA then
introduce single / double zig zag yellow
line(s).....funny....
