probably its more of the leg factor. given an avg ht and avg
leg.. the legs is more exposed when they wear the mini skirt. the
heels makes their legs longer too. jus imagine short girls and fat
legs.. no matter how high the heels are, or how short the skirt
is.. the effect is different
