if someone is displaying some violent tendencies, which may lead
to more serious violent acts, (for e.g. murder, rape) etc.
and if these violent tendencies can be tracked, back to their
genes, their family background, their childhood and such. do the
authorities have the right to "treat" these cases, and make sure
that the violent acts don't become reality?do they have the right
to take action for these cases?
and if so, what actions?
