There was a form called "Notification to produce driving
license" within 24 hrs that police officers can issue you if you
are found not to have license on the spot. Within 24 hrs, you must
bring your form down to any NPP/NPC to verify. Think this formed
might be abolished liao.
Based on your IC no. they can tell if you have driving license,
that's why I think the form is no longer used.
As others have said, they radio back and check your IC or verbal IC
usually is good enough. If its not under your name and you didn't
bring any identification, they might do further checks but won't
anyhow arrest or anything.
