This can be very subjective.
I know of a parent who loves to cane for god knows what reason and
in the end getting a rebelious child who entered the cell for some
wrong doings.
While some may support the idea of spare the rod, spoil the child
but in some cases, parents are able to get their child's attention
and lead them on the right path.
As for the schools, it is mandatory, they are pressured by one
another to use the same punishment so unless you can get MOE to do
something, it will last. Basically they tell you some story after
that. Oh, in some schools, such as mine, the school tend to be
trigger happy, regardless of right or wrong, they piak your
butt...
