Just to add to this discussion. Normally, they conduct multi-lateral armed forces exercise to promote peace and harmony amongst all nations. They should further this course of cooperation to develop the natural resources of spratly islands. They (countries involved) can deploy their armed forces personnel to maintain peace & security in Spratly islands for the smooth function of its dvelopment. It will develop common understanding and sharing amongst them, and a long lasting relationship in the Guiness Record book. A glory of all leadership. The profit gained after all the operating costs, to be firstly deployed for needies, and subsequently, to develop the infrastructure of country not in order of sequence, like philippines, indonesia, Africa, India etc.

International law says you can only drill in your own territory/contract but not drill sideways/vertically into others.

It's a very advanced science now, if someone does that you will know. Different contracts can be vertically stacked. If you drill in your own box, others' oil does not flow to your box like water.

China will test (provoke) and see the reaction. She will get bolder or more cautious depending on the reaction.

The Philippines, Vietnam, Malaysia, Brunei, Taiwan, and who else, must react decisively.

The best way is indirectly, not head on.

Directly would be the usual rethorics of formal protest.

Indirectly would be for Taiwan to hold joint naval exercise with the US in the Pacific.

Or threats to scuttle some of China's international programme.

Attempts to have a head on collision with China, will have the Chinese having a good laugh.

if there is any arm race, it will be for the nations against each other rather than against China. vietnam will not allow malaysia to claim the island, and Taiwan is not at peace with the philippines on this issues either.

Wonder which side will america take if the taiwanese navy clashes with the philippines over spratly?

an arm race is possible, but it will not be against China. Diplomatic efforts is the only way out against china.

Several of these islands are outside any countries’ territorial waters or EEZ. But all will have to be claimed because any left unclaimed can be claimed by any country.

The Spratlys are nearest Msia and Philippines, furthest from Vietnam, Taiwan and China. Opposite for the Paracels. Various islands will go to the countries nearest them.
