MAD only works if both parties understand the risks
involved.
"I nuke you, you nuke me, both of us are gone. So we just
point at each other ok?"
MAD works if both parties have good command control and the
missiles have fail safe.
Just imagine if the top leadership is fully committed to MAD,
but the button man decide other wise?
