technically, u are only littering if there is a permanent
foreign object found on the ground that can be traced back to the
person who left it there.
in this case, ashes cannot be counted (unless u tell me u can find
the ash amongst the dirt and dust on the road) and strictly
speaking, only the cigarette butt can be considered. if u can take
a pic in that split second the driver flicks the ciggie, juz so
that the NEA summon him, i salute u. either u very free or need 2
see a psychiatrist for obsessive behavior.
