Should be the car of a visiting foreign delegate.
The President rides in a car bearing the Istana crest. It does not
have a registration number.
The Prime Minister rides in a car with normal number plate. He gets
motorcycle outriders, and two security cars, one in front one at
the back. The one in the back usually carries a sign flashing "keep
clear".
Other ministers drive their own cars. Those on official duties may
ride in government cars, which are usually Mercedes E-class or
Lexus. The junior ones don't get security cars.
