FEER published it I think.
I found this quote online as well.
"On 8 August 2001 ABC Lateline programme reported the fact that for
20 years Singapore had used decoys to cover their spying activities
at a military communications facility at Cabarlah, Queensland,
Australia. This report was largely the result of information
provided by me to Professor Des Ball of the Australian Strategic
and Defence Studies Centre. Both my brother in law, a former
Singaporean Naval Officer and myself, a former army communications
specialist were the parties involved. I was arrested on these
charges in 1981. The Australian Defence Department, to this day,
has NOT cleared us of these charges thus we remain guilty as
charged. Only one problem with that. We are, as we stated in 1981,
totally innocent. We have been forced to take political refuge in
Thailand to avoid the continual persecution we have received.
Singapore indeed did spy on Australia and by all accounts is still
doing so until this very day. I pray that one day my brother in law
will be able to return as free and innocent men to our homeland.
This is arguably the biggest Australian Security blunder in its
history and they are hiding behind their desks to cover it all up.
Please let me go home. I miss my friends and my family."
