u doing ur dimensions in paper space or model space...?
go to dimension styles and set ur arrowhead sizes...
if ur doing ur dimensionings in paper space then it's 1 : 1
scale...
if ur donig it in model space then u have to adjust ur arrowhead
sizes according to the scale of ur drawing...
