because from that day u registered ya licence and they give u
the temp slip and PDL means straight away u can drive already while
waiting for the actual QDL card. anyway...u cannot drive legally
from 21 dec to 3 weeks later, so what's the point of putting 21 dec
as pass date right?

Got leh, the point is that the date is like very nice.
