IEDs are pretty expensive (from the insurgent's POV) to lay, but
they still are the best weapons.
While there are a lot of explosives around, making IEDs and placing
them is risky stuff, a lot of them died setting IEDs and a lot more
are found before they go off. Still, it's their bet for hurting the
Americans and that's why they keep at it.
