Balance between offense and defense

During the First World War,with the advent of barbed wire and machine guns gave defense a great advantage,making any offense operation high cost and effectively useless. This greatly changed in WWII when tanks and tactical bombers caused fixed defenses to become by and large ineffective. What about this present day and age then? Who has the advantage? Offense or defense? With the wide-spread use of readily available RPGs, has the offensive power of armoured warfare been blunted?

I dont believe that the offensive power of armoured warfare been blunted.It's just that armour wasnt built to fight in urban environments.It has never been designed or good in urban warfare.
Armour was meant to punch a hole in the enemies lines and wreak havoc on the areas behind.Urban is well for the most parts....static.
