Well, officially, so long you are under 18 you may not drive in
singapore even though you are licensed driver from another
country.
You may not drive using a foreign license in singapore if you have
already taken up residency in singapore (meaning you are here on
student, diplomatic, employment, permanent passes), but they will
give you a time limit to convert.

The penalty for driving without a valid license is fine and/or jail
and it is a criminal offence not a quasi-criminal offence.
For your case, your being under 18 is a more serious offence than
driving with an overseas license.
