To remind the gunner to regulate his fire. It is a way of
estimating how long a burst of fire should be, and how long he
should rest before zuaing again. I think.
Personally i think it is dumb because some people take that to the
logical extreme. The burst of fire should depend on the situation
at hand. But hey, this is the Army and the Army has some really
really dumb people in it. Hence the need to fool proof every single
thing.
