Age of driving can never be 21.
Singapore is a signatory to the United Nations Convention on Road
Traffic 1949.
Part of this agreement is to recognise the universality of
International Driving Permits where the minimum age is 18.
Thus Singapore cannot make laws where it will be illegal for people
past 18 to drive.
The only exception if they make a separate law stating SINGAPOREANS
between 18 and 21 cannot drive BUT foreigners holding International
Driving Permits of ages 18-21 can drive.
Which would be very biased for them to have such a law.
