Why does USA want others to dismantle their WMDs while developing them on their own?

Why India and Pakistan allowed to do nuclear research, but not Iraq?

Why doesn't USA want to sign the NNPT?

Is the purpose of having nuclear and chemical arms only for prestige and nothing else?

Seems like the perm members of the UN are allowed nuclear arms. Why don't they let India and Pakistan join in as well? Better still, USA & UK stand down and let those 2 from South Asia take over.
