Don't think it is fair to say that sub don't surface to repair.
It be like saying that car don't need to go to the side of the road
to stop to do repair.
Possible it can be a non-nuclear sub - recharging batteries.
Even nuclear sub. It will need to surface if it want to do repairs,
as it is faster to do it that way.
