this is a mental disorder. the factor stems from anxiety.
well i think that they are perverts. nothing really mad bout them,
as such perverts don't really do much harm except flashing. but
just that what makes them mad is that their actions they do
eventually becomes a habit. so that's what makes them a flasher.
