Yes I think it is inclusive of COE since the body of a car is at most worth $2K plus when you scrap the car. The fuel consumption is close to 7km/l.
The price is consider cheap. But it will be very difficult to maintain this car. Being that not much people services rotary engine.

My friend owns a FD3S and the FC can go as low as 4+km/L !!! a full tank go under 300km.
