Technically the 518 case isnt so much of a route amendment, it all depends on what you define as "amendment"... Since there are no bus stops in between it may not be counted as an "amendment" since no passengers are affected in that sense...

Besides if you read the conditions for Express svcs it clearly stated that "Different routings along Express sectors may be used with varying traffic conditions"... This means that the express sector is by itself flexible in nature, and if it means reduced travel time (which is true in this case) then BCs are in fact ENCOURAGED to take alternatives...
