HMm...Quoting a suggestion made in 2003:
"As a general rule of thumb, I think that cutting of waste is only
true when the cut does not affect efficiency, effectiveness,
safety, etc in any way and all other factors must still remain
constant.
For example, the traffic police now use BMW & Volvo for their
patrol, can they instead change to a Japanese make like a Subaru
WRX or a Mitsubishi Evolution? Will they still able to perform as
per before? If answer is yes then I think BMW and Volvo should be
cut..."
