The radiation is certainly powerful enough. But the radar waves
are not directed inside the ship, and there are inbuilt systems to
prevent accidental exposure to crews inside the ship.
I remember the crew of a AEGIS cruiser I visited telling me that
their radar has been known to kill seabirds that are too near the
ship when the radar is in operation. And there are signs forbidding
standing near the radar on the ship.
Theres also an ancedote I've read that the MiG-25 radar, when
turned on while the aircraft was on the runway, has been known to
kill rabbits on the grass verge!
