You need to do something to that user's computer to trace him if
want to base solely on IP address only.
If you got a user's IP address from an email, it's even easier to
trace, provided you know how to read the details. 
Otherwise, just type in trace IP address into Google or Yahoo, you
will find a few websites offering this service for free. The most
one can trace using these services is their ISP.
