Just check out some info from my friends, non restricted timing
for M'sia should be from 7pm-3am(Mon-Thu),
5pm-3am(Fri),SAT&Sun(FREE).
That means M'sia car enter to SG is similar to OPC scheme,just that
restricted hours is different.
If your M'sia friend needs to travel daily he have to pay daily
charge,same like SG OPC,if we need to use daily during peak hour,we
have to pay $20.And I believe your friend is driving normal plate
or he can buy OPC car to travel JB-SG 
.
Under OPC scheme, we can use OPC car after 7pm and Sat
after 3pm, but for M'sia car they are free on Sat and Sun,
another difference is FRI after 5pm .
My concern is if Govt implement OPC scheme is to restrict number of
car on the road, why OPC car are allowed to drive after 3pm
on Sat, but M'sia car can drive in without any restriction
during weekend SAT and SUN?
Furthermore Govt is encourage local company to have 5days work
schedule, what happen if I'm free on SAT morning but still have to
wait till 3pm then can bring my family out for outing?
That is just my opinion, pls correct me if I'm wrong.
