Yes...having a law enforcement officer to witness the incident
certainly strengthens your case. Add recorded evidence and you have
a decently airtight case.
On the other hand, your comments about her figure and personal
attacks merely indicate your extreme dislike for the person, almost
bordering on jealousy and contempt.
You might want to look at the mirror and ask youself whether you
plan to report her for the greater good or if you just get a kick
out of getting others into trouble, especially if she's 'flashing'
privately and within the boundaries of her home.
