Ok, as you all know i have the first problem with my computer

1)I have this problem whereby whenever I turn on my PC Speakers too loud, my monitor would blink, meaning, it switches off and turns on again. (also, the power indicated it went off and on again).

then i got this 2nd problem, do u think it is link to the first problem and with the PSU

2) Sometimes my right speaker will go very very soft, and then must wait dunno how long, maybe a few days or so, then the speaker will go back to the original volume...
Could it be my speaker fault, or is it the PSU fault, or sound card or wad?

maybe the 2 problems give an answer if anyone knows..

No. It is inside your CPU.

This is the PSU. There is a sticker on this PSU which says how many watts.

PSU wattage, doesn't affect signal output of your sound card.

Check your speakers' wires; see if the plugs of the connecting wire are loose or oxidated, which usually causes loss in signal.

Try plugging out the jacks and cleaning the jack contacts with a dry cloth.

Otherwise, see if you have any leaky or swollen caps on your mboard.

But I don't think it is the PSU. Not enough power, computer will not even start.

Have you tried using your friend's speakers? Does the same thing happen again?

What processor you using? Is the sound card on board? Meaning, when you buy the motherboard, the sound card comes with it.

Best to list down your computer specifications like what you have in your comp. eg how many harddisk, cd/dvd rom, graphic card etc.

cos with 250W power supply it hard to maintain too many components unless you are running a P3 or equivalent computer.

seriously if you are running a P4 3GHz processor, and the power supply given to you is only 250W, something is not right. but anyway just a question, ur speaker draw power directly from the main or from the comp?

even with the 1st generation of P4, you will need to have at least 300-350W on the safe side including future addon of component.

for a standard comp with 1 harddisk, 1 DVD writer, 1 DVD rom, 1 graphic card, 1 sound card, 2 internal computer fan you will need between 300-350W to run safely. This also take into consideration of the CPU been used to.

also if the PSU unit is from some crappy manufacturer, it may not be very stable that is a mild fluctation from the main will cause it to either drop or increase in voltage which may cause the comp to sustain damage too.
