I think it's both the telco and the sender. I suspect it's
because when the sender tried to msg you, the phone says 'Message
sending failed' so your sender tried sending it over and over again
until 'Message Sent' but in fact, the messages had been sent even
though it wrote 'Message sending failed'. I was a victim of this
once.
