Yup! I witness an occasion whereby a TP was checking on a Honda MPV (did not see the owner) inside a carpark. Minutes later a tow car came and the driver (tow car) manage to open the car with a long stick (just like seeing movie where pro-car theft doing their job). In just less then 10 minutes, the car is being towed away. Bet the driver must have owe lots of summons.

Even my dad's CRV cannot take out the key when in 'N'

Parking brakes do not apply on all 4 wheels but only the front 2 (for FWD cars, not too sure about others), only the pedal brakes will hold all 4
