Not for or against, but in this case, a prisoner transfer might
have been a way. Resource usage wise, if the other party was so
against the death penalty, why not have an agreement where the
convict is given a life sentence to be served at their prison
facility without chance for parole. This prevents any possibility
of the individual going free after leaving the country.
