i dont noe. i always overtake at the outside lane. altho
typically is use the inner lane and overtake. if u r faster than
him... shouldnt be a problem. on the turn, i take the outside.
then, if nothing goes wrong, u should end up beside him. after
coming out of the turn. he cant really block u. it's more difficult
for him to block, coz he also has to concentrate on turning. quite
a number of my wins are by going on the outside. 
of course, i'm not saying not to overtake on the inside if u hv the
chance, coz it's definitely easier. but i normally encounter
blockers, so this is how i counter them.
