it means that in general it is not appropraite for any deprivation
of private rights if the act of doing such will not result in a
defninite gain to the general public.

as an example lets say that the recent sedation act charges,
assuming it is not definite or very likely that the action to sue
the person wil result in benefits to the gernal public( disclaimer:
just an example not indicating my personal views), then the action
of depriving the freedom of speech by the pressing of charges is
not appropriate in the person's view
