In any case, if you are staying in London, don't really recommend
getting a car unless you have to commute often out of London. The
public transport is fairly extensive and generally effective.
Driving gives you more headahces. Not just the congestion in
downtown London... you'd also be hardpressed to find a parking lot
ANYWHERE! And if you do find one, expect to pay the earth for
it.
If you are staying out of London, the equation changes.
You can't not have a car if you are working in Manchester, for
instance. Most people don't stay in the city center, and commute
from the suburbs.
