in fact, i got a worker here whose HDB flat was upgraded with a balcony, he told me it is a co payment, HDB paid half, he paid half, to build a balcony, and...

Welcome to the people of SIngapore's "Fark You" attitude, if PRP was born and breed in Singapore, he would have accept that this behaviour is normal and standard among Singaporeans. PRP only got the kiasu and kiasi attitude which means it is not a true blue SIngaporean.

We are trying to help him. He seem to be recovering once, but then had a relapse.

There can be a few different ways.One way would be residents get their own hanging equipment -- or HDB provides them..Another way would be flexible poles from the railing -- quite similar to the photo.

By if you are to dry the singapore flag on national day period, I think the PAP govt will be very happy. I think TS should change his reasoning of wanting a balcony, he should tell the MP that he wanted to put up the flag of singapore on national day, so need a balcony
