Actually they tried that stunt before. Sometime last year.

I understand the government actually invited foreign
reporters to come and throughout their expense-paid trips, those
reporters went on their guided tours and the 'happy' side
of Singapore was shown to them.
They probably left believing wholeheartedly in the happiness of
Singaporeans.
The government must think we have very short memories to try and
pull another stunt like that.
