They were hoping that the dead wood will resign but instead, it's the young, ambitious chaps with marketable skills that moved to the private sector where the pay is better. The old dead wood remained...they know they cannot find another job elsewhere and it is almost impossible to sack them in the civil service as long as they do not steal or commit a crime.

Unfortunately, you are absolutely right. And the very presence of the deadwood demoralises those around them, which also contributes to people leaving the service. One guy told me "I'd rather go somewhere where you can actually be fired for incompetance and poor attitude than to continue putting up with this bullshit"

thing is, a lot of inexperienced high-flyers who think their farts don't stink, look at experience and age as "deadwood" even when these fellas have skills which they will probably never think exist, much less learn..

It is easy to force deadwood at the top out...If they do not perform, you can give them a poor report, reassign them to less responsible jobs, cut their bonuses (a large proportion of their pay is in the variable component).

If they have the skills or qualifications to go elsewhere, they will go rather than face the humiliation. The problem is the deadwood that will not go because they cannot find another job....they would rather stay even if you give them a D every year.

Every officer has a reporting officer on top of him and everyone has objective KPI to fulfill each year. Any officer who fails to deliver will get a poor rating...the entire process is open to review by the administration.

Even people like me,out of job for a year still paying income tax based on the previous year. Now faced with the incoming comsumption tax increment,going to eat what ? If things continue in this way,foresee more and more people going to suffer. Rolling Eyes

the only thing that is saving us now are the surveys.

The lower ranking ones with low pay will just get a consolation of bonuses given.

Facts..........The govt sector's high ranking officials, cabinet officials, elites and COE or CEO or CFO or OKT of GIC GLC, Tomasick and etc will be celebrating good bonuses given.
