I think they're incorrigible.....
Give them money, the gov and their officials squander it...
Give them equipment they either don't know how to operate or no
manpower to operate it...
I have an idea though but it isn't a nice thing to do....

I think it's a good solution; no trees, no vegetation to slash or
burn. Since they can never control slash and burn, take away the
purpose to start fires - remove trees and vegetation, or
permanently arrests its regrowth.
