This will happen to me in a few months time. 
Let me give you my 2 cents worth. Only SMS the positive time to
him during admin time, at night when he have chance to rest. If you
have negative things that you want to complain to him, it'd
probably you keep it to yourself or flush the negative topics down
the toilet drain. 
As usual, show him support by telling him you're waiting for him
when he book out and tell him that you miss him a lot. Because he's
a newbie, his moral will be super low due to the amount of
punishment he gets from his superior. I would suggest you not to
talk about NS stuffs when he book out. 
Even though you wanted to know a lot about
his life inside, trust me, only ask him if he wishes to talk about
it. If not, don't ask about it.
I really like your idea of giving small gifts and photo while
he's inside the camp. This gives him a lot of moral support. Good,
keep it up~ 
What you need to do is to
demonstrate to him that you're a caring girlfriend.
Speaking from a guy's point of view, when he wants to send you
home, it means he loves you. Even though right now his financial are a
little tight and can't bring you out, he doesn't want to tell you
about that. My suggestion is, accept his offer to send you home.
Thank him for
sending you home and show him
appreciation (hug kiss etc).
Trust me, when his pay day comes (allowance deposited into his
bank account), that weekend, you both will be going out for a nice
dating + good meals.
You mentioned that he doesn't seems to miss you much. I don't
know about this but I can say that first few months of training is
"TERRIBLE" and need some time for adaption to NS life. What you're
seeing him now is he's placing his energy in the adaptation period
of NS life. It doesn't mean he don't miss you or love you. He does
miss you a lot A few weeks later after he adapted to
his new life, things will
change for the better.
Here's my golden take home advice for you. Have a heart to heart
talk with him. Tell him that you miss him a lot and
assure him
that you will be there with him for the next two years of his life.
If he want to say anything, just cover his mouth and
look into his eyes and give him a kiss.
