perhaps you are taking the wrong approach.
you can have a casual chat with her on the spot without having to
ask her out initially. get to know her as a person and how her
personality is like. there could be a personality mismatch and you
don't even know that.
it really appears that the girl does not know you at all. it is
hard to find acceptance without even being normal friends with the
person. really, you should just get to know her casually without
being over involved. if something develops, be happy.
you have to communicate to her and be a friend instead of filling
your head with thoughts of dating and bf/gf.
in fact, giving a present of a ring is kinda like jumping the gun.
she could thinking, what a weirdo, i barely know you and you gimme
a ring.
