I touched on it years ago - one of my first ideas for my doctoral thesis was organisational learning. It's been a while, though - can't say I can remember much, although I could get back up to speed with a bit of reading.

I ended up doing my thesis on the application of Item Response Theory to computerised adaptive testing, and these days I'm working with organisational culture and leadership.

There has been an emerging view which entails economics and organizational learning from sociology; It's been coined Absorptive Capacity. That's what my dissertation is focusing on. Well, I might have some scales that will be be useful, and depending on which scales you're looking for, I've got norms for Australian samples of 100,000+. Lemme know what you need - my organisation's pretty happy to support research by giving access to our scales and data, and getting Singaporean data for comparison wouldn't hurt.
