Road side terminal at each of the terminals possible.
How about:
Terminal 1: 24 (loop)
Terminal 2: 34 (loop) + MRT
Terminal 3: 27, 36, 53, 858 (proper terminal w/ canteen, toilet
facilities, parking bays)
At airport boulevard, all services call, so those who want to
transfer between services can do here. This way long distance
services will get a resting area to ensure better time management
and reduced bunching.
24 and 34 could be the only loop services. Mentioned 24 because
sizeable part of its route duplicates MRT. 34 among the services is
the shortest trunk. Hence, it could loop at terminal 2.
This way people dont have to suffocate in the basement, all
services can use DDs.
The only con of this approach is some people will have to do 1
transfer at airport boulevard stop, but with distance based fare,
that should not be such a big issue given the advantages this
proposal offers.
Although 24 does duplicate MRT, it has heavy loading between
Changi Airport and Tanah Merah, and even Bedok. I used to take 24
frequently at this sector, and no matter it's 6pm or 10pm, the
buses are always packed. There may be more workers at Airport and
Upp Changi Rd East taking 24 to Tanah Merah than you thought
(although alternative services such as 2 and 12 are
there).
Both 24 and 34 are also facing erratic frequency and high
loading nowadays, and honestly I feel there's a need for them to
terminate at CGA instead of looping there.
