The silver goal rule has been in effect since the last world cup
to encourage attacking soccer. Golden goal simply nullified the
game-play of both sides since neither were prepared to come out of
their shell, fearful of conceding the goal that might end their
dreams.
Given the silver goal rule, one can still attack, and if they
concede a goal can still go in search for an equalizer up to half
time.
