something to think about..
if assume 3178 doesnt kick out 9181 but some scania, means on
schedule its a SD upgrade to DD. which means it is counted in the
quarterly review.
the thing is sv 59 is not inside.
so that means the schedule allocates the same no of SDs and DDs
for 59. since 3178 is in.
which means schedule remains unchanged, but deployment probably
is.. or maybe some bus is consistently not in service and sv 59 has
one extra rotating bus.?

i think SBST miss out on adding Sv59 on the quarterly review. if
it is simply 1 to 1 DD swap, then no revision of ett is required...
did you know the slot for 3178? if it jump around randomly, then
maybe what u say is true... i only know 9181 does the same slot
almost daily.. ETA CVT around +-1920.
And if you look at the case of Sv186. it gotten 3148 as well at
the same time as Sv59 gotten 3178... timetable was revised.. but
Sv186 was ALSO not reflected in the quarterly review as well.
but the fact that there is indeed 5 DDs daily on sv186 now..
