That road is Kampong Bugis. It was used as a temporary diversion
road for vehicles going to North Bridge Road from Lavender Street /
Kallang Road when Crawford Bridge was undergoing upgrading that
time.
To cross over Kalang river, a temporary steel bridge was
constructed between Crawford Street and Kampong Bugis. The steel
bridge was located just before the current Sam Tat Building.
It was used for quite a few years, about 3 or 4 years, can't
remember how long, as the re-construction of Crawford Bridge took a
long time.
