We talk on whatever details are available. And many times based
on general knowledge.
Your friend probably got into this because he does not pull funny
stunts when he has to. He is too straight. We cannot apply
Singapore way of life to other countries. Its only at our border
and he got into this kind of trouble.
I won't call it asking for bribe. Its a small token to overlook a
minor offence. They won't do it for a serious offence. Not having
stamp the passport is a small deal which a small token can do the
trick. But if you refused, then it becomes a major offence of
illegal entry. And when blown out of proportion, and then you
propose a big bribe, it will be too late.

Central America, Eastern Europe, Russia, Africa.
Remember : You scratch his back and he will scratch
yours.
