Protocol arrangements you are refering to is the Table of
Precedence (TOP), and by the way, it is a CONFI document so no
talking abt the contents here.
and although MOST Div Comds are more senior to ACGSs, there are
exceptions to the rule. e.g. the current Comd Tradoc, he was more
senior to a Div Comd even though he was a ACGS.
