I think some kind of formal identification is still needed,
unless the troops are wholly confined to camp during their overseas
stint.
For ROC, I remember my reservist unit organizing temporary
(military) ICs for everyone going over, & that meant putting
aside time after inprocessing to queue up for photo-taking &
stuff. It was during the mid-90s, so I've forgotten whether we
specifically exchanged in our 11-B's for them.
For us, the ICs served primarily as gate passes over there, though
in reality IMO they weren't all that effective. We were all walking
in & out whenever possible, if only to jalan-jalan around the
rustic neighborhood (only base personnel phoned for taxis to go to
Touliu). I also found their sentry posts to be quite senang:
portable barriers as opposed to camp gates, & no sidegate for
controlled screening - in fact, the Taiwanese guards were generally
unresponsive whenever we flashed the ICs at them (while in our PT
kits) from 15, 20 metres away.
