hm... a few things you said. first, its some sergeants, and
second, you HEARD from them. not to discount their credibility.
2LTs get promoted to LTA after one year of service, unless they
foul up big time. if there is such a test, perhaps, as you
mentioned, it's only meant for engineers. poor things. 
anyway you worked or still working under HQ SCE?
